State Visit of Pres. Marcos and Imelda Marcos to the U.S.
Issued on December 18, 1982.
Under Martial Law, Pres. Marcos was authorized to issue new laws in the form
of Presidential Decrees. To his credit, on October 21, 1972, he issued P.D. 27, otherwise known as
The Tenants Emancipation Act which allowed 1.1 million tenants to buy land from their landlords.
By January 1978, a total of 446,795 hectares of rice and corn land had been
distributed to 258,974 farm families in 67 provinces.
